Abstract : Fruit growing offers a series of advantages: high yields and good market prices as well as good future prospects for production and profitability. Problems facing the sector include seasonality, over-production, international dependence, inadequate infrastructure and inadequate producer organization. The study sets out to formulate a medium-term development programme for fruit growing in Mexico, concentrating on oranges, mangoes, lemons, grapes, avocadoes and pineapples. The different marketing characteristics of the six species are analysed. Specific objectives include the identification of the major variables in supply and demand functions for these fruits and the estimation of those functions. Policy recommendations which suit the current Mexican situation and which would be appropriate for the medium term are proposed. Independent variables used in the analysis of balance of trade are farm gate prices, real price of N fertilizer and insecticide, minimum rural wage, real export price, disposable income, retail price and consumption per head. The conclusions reached include the need for improving the terms of trade for fruit growers, a need for better availability of inputs and for government support for fruit exporters. The objectives and aims of the medium term plan are then drawn up; these include recommendations on producer organizations, new techniques, diversification of foreign outlets and diversification of demand, etc. Strategies, instruments and mechanisms for the control and evaluation of the programme are identified together with strategies to promote sales and to support the medium term programme via infrastructure and other improvements.
